OT 1996 Ford Powerstroke problems

I know if someone here can't answer this someone will at least point me in the right direction. We have a 96 powerstroke that no matter if it is cold or hot outside won't run good until you have gone about 2-4 miles down the road. It won''t get above about 1800 RPM but then things kick in and it runs fine. I believe the wastegate? on the turbo is staying open until it warms up or something. Carried it to a Ford diesel mechanic and he put it on the machine and said everything checks out ok. I read that there is something that doesn't let the oil into the turbo or something until it warms up and I would go for that in the winter but this truck soes this when it is like 100F here. If it is the watsegate where is it and what can be done? Is it something simple like it is binding and needs oil or something? Never messed with a turbo so I have no clue what to look for. This makes 2 of thse we have had that did this. The Dodges we have don't do it at all no matter how cold it gets.
