rack and pinion axle wedges

I am trying to loosen the axle wedges on a 4430. I finally got the three special bolts backed out 1/2 inch. The jack screws won't turn. My manual says to loosen the wedge before jacking up the wheel. It seems to me the wheel should be off the ground before the wedge will be able to move. What is the proper way to do this job? I have used lots of penitrating oil and hits on the axle with a sledge. Thanks
