The wheel does have to be off the ground before moving it. I think the manuel suggests having weight on the axle to help loosen the wedge. But once the wedge breaks loose you won't be moving that wheel anywhere while the weight of the tractor is holding it down. I've had a 3010, 2 4020's, a 4430, and a 4630, and that's the way it was with all of them.
