Hi Betty, The governor shaft comes through the tube that attaches to the left side of the carburetor with two screws. You would have taken that apart to get the carb off. When reinstalling the carburator to the manifold, you have to take care to get the little tab on the governor shaft into the little slot on the throttle shaft. It"s a bit tricky because you can"t see if it"s aligned very well as you are installing it. Many times folks have missed it even when they were paying close attention. You just have to loosen the carburetor up and the governor shaft tube and try again. It will work. Paul
