Well, in order to replace the head gasket, most likely the carburetor would have come off then too, so the same thing applies with the governor shaft to throttle shaft connection. The governor itself is self contained behind the cover of the box that is at the other end of the tube that connects to the carburetor, near the front of the motor. It runs off the camshaft, I believe, so there would be no reason to have that apart to replace the head gasket. However, my motto is that anything that moves can break, and even some things that don"t will too. Make sure that the throttle linkage is all connected as it should be. Anything is possible. I hope this helps. If not, let me know more of what it"s doing or not doing. Paul
