I'd get some Rustoleum enamel in a quart can and just brush it on. You'll want to clean the dirt and loose stuff off 1st, but you can paint it on right over existing paint, bare metal and / or rust. It dries a little on the soft side, so rocks bounce off it without leaving big chips. It's cheap, easy, and pretty durable for that sort of application. Tim
