Connecting Int'l 2050 Loader

I'm having trouble with the hydraulic lines mounting a 2050 loader an a 584. The tractor had a "power beyond" plate on the hydraulic valve. I ran 1/2 inch hose from the top plug on the power beyond plate to the pressure fitting on the loader control. From the return side of the loader control I ran 3/4 inch hose back to the bottom of the trans. Everything looks good and was done correctly, but the loader won't move. I know I've got the lines hooked up correctly and I have oil coming out of the pressure line because I started the tractor and oil spurted out. Do I need to open the hyd. valve to open up all the pressure to the loader? Help please and thank you.
