Allan, I don't know about it being a trait of IH gassers fouling plugs. My 706/263 was bought new by my dad and uncle and in nearly 7000 hours it has never had trouble fouling plugs in heavy or light work. It has had nearlly every other problem but not plugs. Even when it was burning about as much oil as gas before its secound to last overhaul the plugs never fouled. Since yours if fouling two plugs side by side I'am wondering about intake leaks or possaiblly a head gasket? A compression test and a can of brakekleen are in order I think.
