Tom, the T/A clutch is under the cover that battery sits on. Water can enter there if a bolt is missing. Sounds like the T/A clutch is not releasing. Remove the battery & the cover underneath. While engaging & releasing clutch pedal watch to see if clutch fingers are moving. If they are, then the clutch disk could be stuck to pressure plate. Let me know what you find.
