Torque amplifier 300 utility

My tractor is an IH 300 utility. The t/a has'nt worked well for a few years. My problem is after pressure washing I was not able to get the tractor in gear. After starting in gear I am not able to stop the tractor ( no clutch). Further more when in 4th or 5th gear the tractor will stop but the T/A is whinning as if it is engaged but the lever is forword. After washing I found missing bolt at the cover under the battery. I'm assuming water entered there.
