If that alternator has been converted to a one-wire hookup by installation a self-exciting regulator, the top plug connector is supposed to be blocked off with a plug. Doesn't mean it was, but it's supposed to be, to avoid confusion.
Sometimes, without being converted, the 10SI alternators can self-excite anyway, but in most cases, they won't until they spin faster than 2000 RPM - which probably won't happen on a tractor.
