Clean a Diesel Tank

Hey Gentlemen, seems I have a problem with fuel tank, it is half full of what looks like remains of a bird nest. Even has feathers in it. Not only that, everything is soaked in diesel Made a hook to pull stuff out can get a little at a time, but with this method will take forever and still will leave lots of debris in tank. Anyone ever use acid to dissolve stuff like this and then flush tank. I used some acid in a drain field, that was clogged with tree roots, it turned everything to black slime. Then I flush pipe out with lots of water, was clean as new. OR cut a square hole in backside of tank, reach in and pull everything out,and then patch hole. I can run steam cleaner in tank before I cut, I used to do this before welding gas tanks. Any and all suggestion greatly appreciated Thanks Keith & Shawn
