Don't think there is going to be an easy way. I think I would remove the tank from the tractor, and then turn it upside down and let it drain for several days. The foreign material might be easier to dig out once it is dry. Had a bird build a nest in the chimney of the house once, tried snagging it with a wire and pulling it out, gave up on that, poured a little diesel fuel down the chimney, struck a match and dropped it in. Bird nest was gone in just a few seconds. Don't think you would want to try that in a fuel tank though.
