oliver 1650 cranks but won't start

friend has oliver 1650 tractor it will crank till the battery dies but will not start. It used to start right up. the only change that was made was we put a fuel filter in the line going to the carburator. However it will start if you use starting fluid. We are completely boggled by this. By the way once tractor starts runs like a scaulded dog.
