Did you check the flow of fuel from the sediment bowl to the carburetor? I have had dirt or bugs get in the bowl from things that were in the tank restricting the flow of fuel. The 1650 is thirsty and always needs fuel flow of fuel at all times or won't run. Hope this points you in the right direction.
