Rich, I'd take the plastic off and leave it off, but anyways drain the fuel out and take a straight bit (flat) screwdriver and put the tip against an ear and gently and I stress be nice but firm, tap the screwdriver and thread the cap and filter out, when installing the new one coat the new rubbers with fuel to lube them, snap the new filter into the cap and thread back into housing and repeat screwdriver trick.
