Obviously the problem is not in the carburetor. Take a good look at the carb to manifold gasket, and also the manifold to engine gaskets. You might even possibly have a cracked manifold. Bad gaskets or a cracked manifold will allow air to be drawn in where it shouldn't. The only source of air the engine should have is through the carburetor.
