One thing to add.
You said you thought it had to do with higher HP and higher compression.
Boring will add a bit more engine size but not very much. It would not add very much added power. Boring will lessen the compression ratio some, But not very much. Less compression makes less horse power.
The main reason for boring as already mentioned is to recondition the engine.
