OT - Humvee's

I think there have been a few discussions on these trucks before and I thought they were unavailable via surplus as they do not meet DOT requirements and are crushed but I just saw my first one up close at an auto rally.

I should of quizzed the owner more but he just said they are available via surplus. I did not see his license plate, so he may of had a repair plate on it....?

Anyone have any more info ?
