as far as i know they are sold as "unusable for liability issues. but most are very much usuble the jsut do something stupid such as disconnect batteries, relay for starter something liek that so its rendered as "unusable" you plug the relay in drive it through a ditch flip it over you cant hold them liable. i have bought equipment as "unusable such as recently a plate compactor they showed me it ran ran fine then pulled the spark plug out of it sold it to me as "unusable but it bought normal price because i knew it ran atnd worked jsut let them off the hood. it didnt run work when they sold it if i put a plug in or run it and the rod flys out the block and kills me i cant blame them.
