Ill maybe S.O.S. secratary of state title/license plated. Issued by secratary of state (dot) office after checking numbers for theft reports, basic brakes,lights, etc at time of manufacture. Know of one issued dated 1971 for a 1931 VL. Couple surplus jeeps also given later dated titles/plates of time of civilian ownership- had to watch out when looking up parts. Also ex munincipal jeep with 5+ year newer title than manufacture date. Illinois wasn't too picky about pollution equipment at the time -1970s, main parts numbers were tracable-not stolen, vehicle wasn't obviously unsafe, you paid your money and you could get title and some kind of license plate..
