In a rollover. A fender over the tire may mean the difference of sliding over and away. Instead of riding around with the tire.
Unless the fender is in the way of a mounted loader etc. There is no excuse for removing them. It does make for a cheaper and easier "restoration" if the fenders and pto shield are ignored.
