I have used a product called Rust Converter which does the same thing as you are talking about. I used it all over an old Dodge M-37 I bought for use on the farm and on an old F-350 which spent its life in a peach orchard exposed to the corrosive chemicals used there. Both were extremely rusty and had lots of scale. I wasn't too concerned with a showroom finish, so I used a wire brush sander to get the heavy scale off and then a orbital sander to smooth it down. I applied the Rust Converter as sparingly as I could without getting too many brush marks and very lightly sanded it when it dried. The finish wasn't too bad, actually good for what I started with, but not showroom at all. Rust prevention was my main motivation though. They both have held up well for a couple of years with no rust popping back thru where they were treated. I also primed with Rustoleum rusty metal primer before I painted.
