Rust neutralizers..

I used a "rust neutralizer" on a rusted part. I sanded first, removing all the loose rust, basically leaving the "hard" rust, more of a "rust stain". The neutralizer turned the rust black, and everything seemed to be working as advertised.
I decided to resand the part, and, as I sanded, more "rust dust" showed up. My question (finally) is this: does the neutralizer form a sealcoat that stops new rust? Or, does it simply change the very surface, and allow rust to reappear after paint? Sorry for the long post, but I figger somebody out there has used this stuff, and could report good/bad results.
