Paint On Tires

I have a '37 Case CC with old but decent tires on the rear. A previous owner spray painted the rims grey and got paint on the tires also, about 3 inches all the way around. This is old paint on old tires. Is there something that will remove this paint, or is there something black that I can spray over it that's better than paint? If I can get these tires black again, I won't have to replace them since they still have good tread.
