Reduction of 1000 RPM's on Pto to 540 RPMs

I need to find out if their is a affordable way of Reducing the RPMs on my tractor's PTO from 1000 to 540. I tried baling hay last year and I broke the baler chain three times and had to pay someone to put baler back on sequence. Is their an external pto adapter that can be purchase to reduce RPMs on my tractor's 1000 RPM PTO or is going to the John Deere Dealer and buying a replacment 540 RPMs PTO my only option. Please help.
