Vapor lock is caused by suction. Reduced atmospheric pressure of the fuel (caused by suction) causes the fuel to "boil" and the gas (vapor) is what keeps your engine from running.

So where do you have suction? If you have a fuel pump like in a car, the fuel pump does it.

If you have gravity feed like in a tractor, gravity has to do it.

In either case the suck pressure exceeds the supply of fuel and that produces the reduced atmospheric pressure......so you are looking for what would cause a restriction of the fuel supply!

On an up draft carb (which most tractors have) with the bowl removed from the carb, dropping the float should cause a stream of gas coming out of the carb about half the diameter of a pencil. Might get a suitable can and just let it run for a gallon or two and see if the problem develops in front of you (that is if you have an adequate stream to start with). Then start trouble shooting and don't overlook the fuel tank not venting (as mentioned).
