Any idea as to why it's blocked off? I bought a $700 turbo for a Cummins one time because I heard a whistle when it was running and thought it was a turbo bearing gone out......wrong! It was a pin hole in the intake manifold and the air pressure from the turbo was sufficient to make the air whistle thru it. Actually it was the joint of 2 pipes coming together and the clamp wasn't tight enough to seal it off. Turbo's are tough critters. Mark
