An oil filter will be as hot as the engine so yes it will be hot. An alternator should be pretty warm also. The belt on the other hand should be warm but not hot, unless its slipping or you have bad bearings in the alternator or water pump. Engine temp should get up to around 180-200 when running but the 180 is better then the 200.
