I have a Ford 201 cu inch diesel in my backhoe. What is the normal operating temp of the motor say after 15 minutes? Is it normal for the oil filter to be extremely hot to the touch after 15 minutes? The alternator to be hot? The fan belt itself to be hot?
Please let me know. Thanks!!

180F is good and 195F is better. Engine oil temps should run 180F to 225F. A glazed belt on a worn pulley will look fine to the eye. However they will slip run hot.

On checking the belt, with the engine off see if you can rotate the fan (by a hand on the end of a blade) without moving the engine, exerting moderate pressue. IF you can it's slipping.

If you have a thermostat in the cooling system, the coolant temperature should be held near the thermostat rating unless the ambient temperatre is very hot and your are running at rated power continuouly, then it may increase above the thermostat rating, but it should not "go into the red". If it does, you thermostat is defective, your air cleaner is clogged, or your radiator is clogged with chaff externally or clagged with crud internally, your water pump belt is slipping or the water pump is damaged, etc.

An oil filter will be as hot as the engine so yes it will be hot. An alternator should be pretty warm also. The belt on the other hand should be warm but not hot, unless its slipping or you have bad bearings in the alternator or water pump. Engine temp should get up to around 180-200 when running but the 180 is better then the 200.
