The bottom line is we can't protect ourselves from ourselves. Say the tractor has a rops. Then the person uses a cable to pull on a stump. The cable brakes and kills the person. Let's outlaw cable. Or the tractor flips over and the rops hits and kills someone standing helping out. Let's outlaw people helping. Or maybe the person get's hit by a car on the road going to a field to pull stumps. Let's outlaw driving on roads, or maybe even cars. It goes on and on. Bottom line is probably more people get killed by lightning each year than tractor rollovers. Common sense has to come into play somewhere along the line.
