tractor running away !!!!!!

i am working on a deutz 4506. the tractor was not idling down when decelerated, so i removed the injector pump and purchased a reman. exchange. i have just installed the new pump and the engine is still reving up when it is accelerated. it will not come back to an idle on it"s own. it cranks and idles perfect, but when you start accelerating approx. 1/3 past the idle, it starts reving up . any thoughts, ideas, or remedies out there??? thanks for any and all info.
