Empty or loaded bucket? It could be the seals on your bucket cylinders are leaking or there could be a problem with that section of the control valve. All control valves need to have a small amount of leakage to operate(lubrication). You could undo the pressure line to the bucket cylinders and install a pressure gauge and deadhead the circuit. See if the pressure drops,If it drops rather quickly the problem is in the valve or you could purchase a shut off and place it in the circuit, shut it off and see if the bucket settles. If it does your cylinders need attention. Questions?
