Check the area out,and maybe you'll find out why.
Rock 2" under soil - No close ground water - Contaminated from years ago - I'm sure you've cheched it all out.

First house I bought, I visited it a dozen times before I bought it. On move in day I asked the previous owner when did they build those 2 story apartments across the street, he said about 10 years ago.
