OT Onstar equipped vehicle questions

Wife bought a 2001 blazer today with Onstar on it. What I'm reading on their website, it uses cell phone facilities for communication, and this model is analog at that. Analog service is apparently going to be dropped in 2008. Where wife will be driving this vehicle, cell service is often marginal, and she has digital service. Anyone have experience with Onstar? Does it work better than a cellphone? Is it worth $17 a month? Am I right that is using cell phone networks?
