The federal highways have frost indicators in the which are holes in the roadbed that go down 8 to 10 feet. I dont know what is in the holes but my buddy works for the county road commission and he usally lets me know how deep the frost is. They also look at the secondary roads and wait for the to stop weeping -- Hope this helps --Rick Iron Mountain
