Road Weight Restrictions

Here in the Upper Peninsula of Michigan, the spring road weight restrictions are still in place even though we've had 3 weeks of unusually warm temperatures. Almost all of lower Michigan has had these restrictions already lifted. I'm looking to haul some heavy equipment but can't because of the weight limits. Does anyone know what procedures the road commissions use to determine when to lift these restrictions? Is it scientific, like checking ground temperatures at various depths at various locations, or more date and experienced based?
