O.T. Cummins diesel question?

Bought a '96 2500 4X2 diesel with 74K. Tried to change oil monday. The drain plug had been torqued way too much and the head had been cracked. When I tried to replace with 66 Foot Pounds the head sheared off. After three attempts to find a replacement, two attempts at Dodge dealers a new correctly formed plug and proper seal was installed. It still continues to seep a bit. The tech has the plug installed in excess of 75 foot pounds and I've been told if it continues to leak a new pan will be needed. My question? Has anyone else had a similiar experience and if so, how tight did you turn the plug to get the seeping to stop? Without the threads stripping or the head shearing off as I've experienced.
