Which drain hole are you hooking the clear tube to? I know this sounds like a stupid question but there are two drains on that carb.

One goes out the side and always has fuel from the tank against it. The other comes out the bottom and is the one to hook to for this test.

Only thing else I can think of is you have something interfering with the float travel when the carb is assembled.
