John Deere DLTX71 Carberator Question

DLTX71 Carberator Question.
All testing is done on level bench.
Float won't hold fuel level when carb mounted to carb main body. With Carb bowl off of carb main body, and bottom nut hole plugged with cork, the float/ neddle valve assembly holds tight. I've replaced float, needle valve and seat. Any Ideas why when carb bowl is back on carb main body, float will not shut off fuel? I have a clear plastic tube in place of carb bowl drain plug to check float level setting and open end is 6" above carb. When bowl is back on main carb body and fuel valve is opened, fuel just flows out of plastic tube.
