The big states do run it. They have the most votes so the candidates go after them. NY has 31 electoral votes with 58% for Kerry and 35% for Bush. So NY will use all its electoral votes for Kerry with the 35% for Bush not counting for anything. If it was a popular vote Kerry would get his 58% and Bush 35% and add up all the states and at the end the one with the most wins.
Heres a link with how each state is leaning with their electoral votes and if you move you pointer over a state it will show you the percentages.
There has been a president who lost the popular vote and won the presidency by the electoral.
It also shows the percentages for Gore/Bush and most of the states show Gore winning.
