What is your tactic on old disused tractors?

You see a tractor sitting in the weeds...she is an old lump by now, but being the tractor lover you are you want it anyway....you can see beneath the rusty exterior and know that you could bring life back to the old relic....
If you know the tractor is pretty much junk, what do you offer, or do you just offer to haul it away? There are lots of hulks sitting around my area...would like one for parts and maybe others for projects...and I just thought I would tap into all the years of experience here...
