I believe the stuff sold to rot the stump is ammonium nitrate. Unless you confine the stuff and since it is such a small quanity , no explosion will occur when lit after soaking with diesel. It will burn and smoke for a long time. However, I suggest that you spray the roots with Tordon (may be a restricted use herbicide so someone with a applicators license may need to buy it or supply it to you). This will definitely be a hard kill and then they will rot after you cover with dirt. Be sure not to allow the spray to contact any other trees, it will also eventually kill them too. If you cut the roots deep enough they may not need anything to die and rot, and you can ignore everything I wrote.
