The lined clutch disc is rusted to the flywheel and/or the pressure plate. Make sure the tractor is shut off, and cannot start, and, with the tranny in the highest gear, and the clutch pedal held down, vigorously rock the tractor back and forth with the aid of a friend or two until the clutch lets go. It may help to block the clutch pedal in the depressed position for a day or two before attempting this. The other way is to CAREFULLY, WITH ADEQUATE MANUEVERING ROOM, start the tractor in gear and pull something with it, or use the brakes to load it, while the clutch pedal is held depressed, until the clutch finally lets go. Some tractor manufacturers recommended blocking the clutch pedal down during periods of non-use to prevent this.
