OT. HELP on auto brake question

I hate to ask off topic questions, but you guys are the most knowlegable people I know. My duaghter just bought a cheap!! 91 cavalier. The right rear brake grabbs and makes a clunking noise. I checked all four wheels and they all had almost new pads and shoes. I have did my own brakes all my life and haven't ever had this happen. The only thing I found wrong was that the rear shoes weren't adjusted enough when installed. I adjusted a couple of turns and no more noise. Today she called and it is clunking again and locks up the right rear wheel. I'm clueless unless the shoes are not the correct ones and not fitting the stop right. Help! Thank you all
