The 2600 has no hand primer pump.
The 2600 has no safety switch on the PTO control.
The 2600 neutral safety switch interrupts the cranking circuit, not the fuel supply.
Easy stuff first. Check to see the fuel shutoff cable is allowing the shutoff lever on the injection pump to go fully forward. Make sure there is fuel in the tank. When was the fuel filter last changed?
