With regard to your shallow well pump: Over the years I've been impressed several times as to how an extremely small air leak will prevent these pumps from pumping. Some pumps use a system to keep a certain amount of air in the tank so they don't get too much water and turn on and off too much. Some of those systems, using a small hose or tube, can cause problems. With this tube plugged and water in the area all the way to the water in the well, it should pump.
