Illegal Kabotas in Nebraska?

Last night I caught a PBS article on the Nebraska Tractor Tests, and the various makes / models that are not permitted to be sold in NB. Along with the various CaseIH, John Deere (8120 etc), New Holland models, the entire Kabota line of tractors are banned, because they have never been tested and issued permits. Is this actually the case?...Are there no Kabota tractor dealers in the state? Just curious.
