The lower radiator hose is hooked up to the suction side of the water pump and some time thes hoses are reinforced with a coils spring to keep them from collapsing. Maybe what you're feel is the wire coil. Regarding the drain plugs, these old tractors have not had the best of care so sometimes there is sediment in the bottom of the block and radiator that plugs the drain. Take a small piece of wire and after opening the drain, poke around in their with the wire and see if you can open the clog. Some people recommend a fifty fifty mix of distilled white vinegar and water as a flush solution to help clean out the radiator and block. There are commercial flushes also available. Remember to flush the cleaner out well before adding a fresh mix of 50/50 anti-freeze/water. Hope this helps.
