Maybe I'm missing something, but how would the automatic brake be a safety hazzard? Grew up on Farmall Regular that had them. They only apply when the wheel is turned, preventing the front wheels from "plowing" straight ahead. Foot brakes weren't available on Regular, F-20, F-30 until 37 or 38, but could be retro-fitted on earlier models. The only "Danger" I can see is having hand brake on one wheel, but they didn't go fast enough to create a problem.
